This is a background that cannot be purchased; it must be granted by the Prince in-character.

 

There is a hard limit to the number of Domain dots available in Seattle and the character of the Prince has been given that pool of dots to distribute as she desires.

 

Domain never costs XP to purchase since it is granted or taken away by the Prince at her whim.

 

Combined with the Communal Haven background, it is extremely effective.
